CHICAGO — Standard Communities led a public-private partnership that acquired Lake Park Crescent Apartments in Chicago’s Oakland neighborhood for roughly $54 million. Built in 2004 and located at 1061 E. 41st Place, the mixed-income apartment community is comprised of 148 units across 13 buildings. Of the 148 units, 112 are designated as affordable for renters who earn 40 to 80 percent of the area median income. As part of the transaction, 60 Chicago Housing Authority (CHA) public housing units were converted to project-based vouchers under the Rental Assistance Demonstration (RAD) program. The federal RAD program enables public housing authorities to protect the long-term affordability of public housing units in need of rehabilitation and financial support. Affordability will be extended for at least 30 years. Standard completed the transaction in partnership with HUD, the Illinois Housing Development Authority, CHA and the City of Chicago Department of Housing. Financing came from Low-Income Housing Tax Credits arranged in partnership with Boston Financial Investment Management. Citibank provided additional financing. Standard will oversee a renovation of Lake Park Crescent at a cost of approximately $72,000 per unit. Common areas and exterior grounds will also be improved.

ATLANTA — Bellwether Enterprise Real Estate Capital LLC has provided a $23.9 million HUD 221(d)(4) loan to finance the rehabilitation of Jewish Tower and Zaban Tower, two affordable housing communities for seniors located at 3156 and 3160 Howell Mill Road in Atlanta. Jeff Mion of Bellwether’s Duluth, Ga., office originated the loan on behalf of the borrower, The Jewish Home Tower Inc. Following completion of rehabilitation, Bellwether will convert the interest-only construction period loan to a permanent loan at the same interest rate (3.99 percent) for a period of 40 years. Jewish Tower is a 200‐unit, eight‐story building, and Zaban Tower is a 60‐unit, four‐story building. Both assets were delivered in the 1970s and provide affordable, independent living for seniors aged 62 and older. The two properties are situated on the same campus and are connected through a third building, the William Breman Jewish Home, which contains assisted living and nursing care units, as well as a full‐service dining room that is open to residents of all three buildings. GOSHEN, IND. — Evergreen Real Estate Group has topped out construction of Green Oaks of Goshen. The four-story, 120-unit assisted living community for low-income seniors is located at 282 Johnston St. in Goshen, a city in northern Indiana. Evergreen Construction Co., a division of Evergreen Real Estate Group, is the general contractor. Completion is slated for early 2023. The $30 million project is being built on a vacant three-acre lot near an existing Salvation Army building. Gardant Management Solutions will manage the property. Green Oaks of Goshen will offer 49 studios and 71 one-bedroom units, all of which will be reserved for seniors age 62 and older with incomes at or below 80 percent of the area median income. Amenities will include a community room, media room, computer room, fitness center, salon, library, community garden and outdoor area. The Indiana Housing and Community Development Authority authorized 4 percent low-income housing tax credits (LIHTC) in support of the project. The City of Goshen issued tax-exempt bonds that were sold by PiperSandler, providing debt financing. Affordable Housing Partners invested in the project, providing LIHTC equity.

EL CAJON, CALIF.; GRANTS, N.M.; AND GLENDALE, ARIZ. — Community Preservation Partners (CPP) has purchased three multifamily properties in California, New Mexico and Arizona. CPP acquired Park Villa, a two-story garden-style apartment building in El Cajon, for $9 million. Built in 1959, Park Villa features 38 studio, one- and two-bedroom units designated at 30 percent to 60 percent of area median income (AMI). The project has a total redevelopment cost of approximately $18 million. Renovation is underway, with completion slated for December. The company bought Vista Mesa Villa, a 100-unit property with one- and two-bedroom layouts in Grants, for $6.5 million. CPP plans to invest $4.7 million, or $45,000 per unit, in renovations. Construction is underway and completion is scheduled for spring 2023. The residences at Vista Mesa Villa are set at 60 percent AMI. CPP also purchased Bethany Glen, a 25-building residential property in Glendale, for $33.2 million. The company plans to invest $58,000 per unit in renovations at the 150-unit community. Bethany Glen features one-, two- and three-bedroom units, as well as two additional buildings containing an employee unit and an office building. CHELSEA, MASS. — MassHousing has provided $10.4 million in construction financing for a project that will convert a former light industrial site in the northeastern Boston suburb of Chelsea into a 62-unit mixed-income complex. Units will come in one-, two- and three-bedroom formats and will be reserved for renters earning up to 30, 60 and 90 percent of the area median income (AMI). In addition, six units will be available for purchase by households that are first-time homebuyers earning up to 80 or 100 percent of AMI. The borrower is nonprofit organization The Neighborhood Developers. NEI General Contracting is constructing the project, and Utile Architecture & Planning is designing it. A tentative completion date was not disclosed. WinnCos. will manage the property.

DECATUR, GA. — Resia, formerly known as AHS Residential, has obtained $60 million in construction financing for a 476-unit apartment development in metro Atlanta. Located at 4151 Memorial Drive in Decatur, the community will feature five seven-story midrise buildings comprising one-, two- and three-bedroom floor plans. Twenty percent of the units will have income restrictions, according to Resia. Amenities will include assigned parking, a business center, fitness center and a swimming pool. Bank of America provided the loan to Resia, which broke ground on the unnamed community in the first quarter of 2022 and expects to deliver the asset in the third quarter of 2023. The project is the developer’s third property in the metro Atlanta area.

CHICAGO — A joint venture between Evergreen Real Estate Group and Imagine Group has broken ground on Auburn Gresham Apartments, a $43 million affordable housing project in Chicago. Plans call for 58 units across two buildings. The project represents the first of more than 10 major construction projects to move forward through the city’s INVEST South/West initiative. This urban revitalization strategy being implemented by Mayor Lori Lightfoot is guiding $1.4 billion in public and private investment within 10 West and South Side community areas. Designed by Nia Architects and Ross Barney Architects, Auburn Gresham Apartments will include a three-story building at 838 W. 79th St. that will feature 28 units, 28 parking spaces and 5,200 square feet of retail space to be occupied by West African food purveyor AYO Foods. A five-story building at 757 W. 79th St. will feature 30 units, 14 parking spaces and 3,300 square feet of commercial space occupied by KLEO Community Center and The Park Supper Club. All the units will be priced at affordable levels, with monthly rates ranging from approximately $925 to $1,250. HOUSTON — New York City-based investment firm Olive Tree Holdings will undertake a $25 million renovation of The Life at Grand Oaks, a 556-unit affordable housing community in Houston. Built in 1982, the property offers one- and two-bedroom units that are reserved for households earning 60 percent or less of the area median income. Units will be outfitted with new flooring, countertops and fixtures, and the property’s HVAC systems will be upgraded. Olive Tree also plans to refresh the amenity spaces, which include a pool, playground, clubhouse and a computer room. Completion is slated for mid-2023.

ALBUQUERQUE, N.M. — Northmarq has brokered the sale of Villas Esperanza, an affordable apartment property located at 3901 Lafayette Drive in Albuquerque. Aspen, Colo.-based Copper Street Capital sold the asset to Los Angeles-based Element Property Group for an undisclosed price. Cynthia Meister, Trevor Koskovich, Bill Hahn and Jesse Hudson of Northmarq’s investment sales team represented the seller in the transaction. Griffin Martin, Brandon Harrington, Bryan Mumman and Tyler Woodard of the Northmarq debt & equity team arranged financing for the buyer through its relationship with Freddie Mac. Built in 1972 on 10.5 acres, Villas Esperanza features 188 apartments in a mix of one-, two-, three- and four-bedroom layouts spread across 24 two-story residential buildings. The units offer either one or two bathrooms and range in size from 602 square feet to 1,128 square feet. The gated community features onsite laundry facilities, a children’s playground, barbecue grills and a picnic area. NORTH MIAMI, FLA. — Coral Rock Development Group, a real estate developer based in Coral Gables, Fla., plans to build Kayla at Library Place, a mixed-use affordable housing project located at 13100 W. Dixie Highway in North Miami. The 10-story property will comprise 138 affordable and workforce housing units ranging between 660 to 930 square feet, as well as amenities including a fitness center, rooftop patio, business center and a conference room. Fifty-five apartments will be reserved for households earning 60 percent of area median income (AMI) while 83 units will be designated affordable at 100 percent of AMI. Additionally, Kayla at Library Place will feature 10,000 square feet of retail space on the ground level, an adjacent parking garage and 8,000 square feet of office and conference space preleased to the Greater North Miami Chamber of Commerce. Behar Font designed Kayla at Library Place to achieve LEED Silver certification. Coral Rock expects to break ground in the second quarter of 2023 and deliver the project by the end of 2024.
