JACKSONVILLE, FLA. — The Jacksonville City Council has approved a $5.5 million incentive package from the Office of Economic Development for Phoenix Arts & Innovation District (PHXJAX), an 8.3-acre mixed-use project currently underway by Future of Cities (FoC) in Jacksonville. Additionally, FoC received approval for rezoning to allow for commercial and multifamily residential uses. The developer has invested $38 million into the project. Upon completion, the development will comprise 10 separate properties, with creative office space, artist studios, galleries, event and gathering spaces and retail and restaurant space. The first phase of development began in December 2023 with the groundbreaking for Emerald Station. Construction is also underway on Liberty Building, which will total 17,850 square feet. The buildings are scheduled for completion in the third quarter of 2024 and second quarter of 2025, respectively. A nearby property at 2335 Market St. will serve as an outdoor market, offering green and community activity space, and PHXJAX will also include dedicated office space for the Jacksonville Small and Emerging Business (JSEB) organization. The City of Jacksonville has also authorized a 50 percent, 15-year recaptured enhanced value (REV) grant not to exceed $1.5 million for the project.

HOUSTON — Transwestern Development Co. (TDC) has broken ground on The Ro, a 17-acre mixed-use project that will be located near the River Oaks district in West Houston. The Ro will be the future home of The Birdsall Hotel & Residences, which is part of the Auberge Resorts Collection family of brands. The development will also feature a retail village with local chef-driven restaurants, boutique concepts and service-oriented shops, as well as an apartment community and Class A office space. Completion is slated for 2027.

SOLA-Queens

NEW YORK CITY — The Hakimian Organization, a locally based development and investment firm, has begun leasing SOLA, a 364-unit apartment community in the Woodside neighborhood of Queens. Designed by Aufgang Architects with interiors by Durukan Design, the property features studio, one-, two- and three-bedroom units that range in size from 350 to 1,200 square feet. Amenities include a soundproof music room, art studio, children’s playroom, fitness center, coworking lounge, dog park, zen garden and a golf simulator. Rents start at approximately $3,000 per month for a studio apartment.

HARTFORD, CONN. — Regional owner-operator WinnCos. has purchased Bedford Gardens Apartments, an 84-unit affordable housing complex in Hartford, with plans to implement an $18.7 million renovation. The 10-building complex was built in the 1920s, and its residences are reserved for households earning 60 percent or less of the area median income. Two Massachusetts-based firms, The Architectural Team and Keith Construction, are providing design and general contracting services for the project, respectively.

CHICAGO — Lamar Johnson Collaborative (LJC) has revealed the first renderings of The LaSalle Residences, an office-to-multifamily adaptive reuse project at 208 S. LaSalle St. in Chicago’s Loop. The project is part of the city’s LaSalle Corridor Revitalization initiative. Led by Chicago-based developer The Prime Group Inc., the project calls for the repurposing of 222,500 square feet of office space on floors 13 to 16 into 226 apartment units in studio, one- and two-bedroom floor plans. The development will feature a new ground-floor lobby as well as amenities such as a fitness facility; tenant lounge spaces for coworking, meetings and social events; and penthouse-level community terraces with an outdoor pool and gathering areas overlooking the central atrium. The project will also upgrade all older mechanical systems with energy-efficient equipment and replace the existing single-pane windows with high-performance insulated glass. Of the 226 units, 30 percent will be set aside for residents earning an average of 60 percent of the area median income. Completed in 1914, the 1.2 million-square-foot, 22-story building was initially designed by Chicago architect D.H. PLEASANT PRAIRIE, WIS. — Dermody Properties has broken ground on LogistiCenter at Pleasant Prairie, a rail-served logistics park in southeast Wisconsin. WestRock, a sustainable packaging company, has signed a build-to-suit lease to occupy more than 580,000 square feet within the park. The project site was previously home to a power plant and sits adjacent to substations that can deliver power capacity and provide freshwater service from Lake Michigan. LogistiCenter at Pleasant Prairie is expected to include three buildings totaling 2.4 million square feet with the flexibility to accommodate build-to-suits ranging from 250,000 to 1.8 million square feet.

CHICAGO — General contractor Skender has completed a full interior and exterior revitalization of the Barbara Jean Wright Court Apartments in Chicago’s University Village neighborhood. The affordable housing property features 272 units across 27 buildings. Jonathan Rose Cos. purchased the asset from the Chicago Community Development Corp. in 2022 with the intent to preserve the property’s affordability status. In addition to Skender, the project team included architect Grund & Riesterer, mechanical engineer WT Group, civil engineer RTM Engineering and structural engineer Rockey Structures. Skender teamed up with Tandem Ventures to manage regulatory compliance, maximize community engagement and create local employment opportunities on the project. The 18-month project involved an occupied rehab where residents needed to be relocated during 27 phases of energy-efficiency and quality-of-life upgrades. Externally, the buildings received enhanced landscaping, energy-efficient windows, new roof shingles, brick masonry repairs and tuckpointing, new concrete sidewalks and asphalt parking lots, and new entry gates tied to a security and campus entry system. The renovated units provide dishwashers, updated bathrooms and new plumbing fixtures, new floor finishes, energy-efficient lighting fixtures and HVAC plant upgrades. FRISCO, TEXAS — The Bays, in partnership with golf equipment and apparel manufacturer TaylorMade, will open The Bays at Frisco, an 18-acre golf resort that will be located on the northern outskirts of Dallas. The site is located near the PGA of America’s headquarters campus and Omni Hotel. The property will consist of a four-story, 100,000-square-foot golf lab and suites facility, restaurant and bar and a 19-room boutique hotel. The facility will also offer a custom club-fitting experience in which guests can watch their clubs being crafted onsite, as well as a 25,000-square-foot putting green, 12,000-square-foot private membership club and dedicated space for corporate events. Hotel suites will also have their own private hitting bays, and the hotel will offer a rooftop pool. The opening is scheduled for late 2025.

OUSTON — Braun Enterprises has completed the redevelopment of 53 West, a mixed-use property in the city’s Uptown neighborhood that consists of 168,000 square feet of office space and 32,000 square feet of retail space on a four-acre site. The redevelopment began in 2019 and included renovating and painting the exterior façades, remodeling the office interiors and enhancing ground-level storefronts. Braun also upgraded the property’s walkable pathways, lighting, landscaping and outdoor seating areas. Interior enhancements include upgraded common areas, restrooms, lobbies and atriums. Lastly, the development team converted one of the two office towers connected by the ground-floor retail space into Urban Office, a proprietary flexible workspace concept with private offices and shared amenities. An 11-vendor food hall opened at 53 West earlier this year as part of the repositioning, and two additional retail concepts are expected to open later this year.

CAMBRDIGE, MASS. — Locally based investment and development firm The Davis Cos. has completed a 161,616-square-foot life sciences facility in Cambridge. The facility at 101 Smith Place is one of four buildings within The Quad, a life sciences campus that is home to tenants such as Ginko Bioworks, Civetta Therapeutics, Invaio Sciences, Hyperion and Samsung Electronics. The facility features high-efficiency HVAC systems, surface and below-grade parking, a fitness center and indoor bike storage space. Davis developed 101 Smith Place in partnership with Invesco Real Estate. CBRE is marketing the property for lease.
