DETROIT — The Detroit City Council has approved a development agreement for Bedrock and Woodborn Partners to develop a mixed-income residential development on the former Frederick Douglass public housing site. The 22-acre property has been vacant since public housing structures were demolished in 2014. Bedrock has selected architectural firm Rossetti to create the master plan for the $300 million project. The proposed neighborhood will consist of 913 housing units for rent and for sale, spread across six residential styles including townhomes, carriage homes, duplettes, flats, walk-ups and apartments. Other plans call for more than three acres of open parks and courtyard space, 19,000 square feet of retail space, more than 1,100 parking spaces, an early childhood education center and a 80-room hotel. Affordable housing developer Jonathan Rose Cos. will advise on the development of the affordable housing component of the project. Approximately 25 percent of the rental units will be designated as affordable. Proceeds from the $23 million sale of the site will enable the Detroit Housing Commission to invest in preservation and renovation of other affordable housing units throughout the city. MARQUETTE, MICH. — Dougherty Funding LLC has provided a $12.3 million construction loan for One Marquette Place Apartments in Michigan. The 64-unit apartment property will feature a 1,900-square-foot café and a 2,800-square-foot office suite. Amenities will include a fitness center and resident lounge with patio. Dougherty served as lead lender and servicer for the loan. One Marquette Place LLC was the borrower.
CLARKSTON, MICH. — Marcus & Millichap has brokered the $8.1 million sale of White Lake Commons in Clarkston, about 35 miles northwest of downtown Detroit. Neiman’s Family Market anchors the 151,201-square-foot shopping center. Other tenants include CVS, Office Depot, Anytime Fitness, Enterprise Rent-A-Car, The UPS Store and Wendy’s. Craig Fuller, Erin Patton and Scott Wiles of Marcus & Millichap marketed the property on behalf of the seller, a publicly traded REIT. A local private buyer purchased the asset.
DETROIT — Chemical Bank, which has been headquartered in Midland, Michigan, since its founding in 1917, is relocating to downtown Detroit effective immediately. The headquarters will temporarily operate out of the bank’s Detroit office, located at 333 Fort St., while awaiting a new 20-story building to be built at the corner of Woodward Avenue and Elizabeth Street. The move coincides with the city of Detroit’s announcement to name Chemical Bank as the primary banking partner for managing the city’s operating deposit accounts. Chemical Bank plans to add approximately 500 employees to its new Detroit office upon completion of construction. The 240,000-square-foot tower is expected to include street-level retail space, car parking, office floors and condominiums, according to the Detroit Free Press. DETROIT — Berkadia has arranged an $87 million bridge loan for the recapitalization of The Westin Book Cadillac in downtown Detroit. The full-service hotel includes amenities such as a business services center, indoor pool, fitness center and spa. The sponsor is Cleveland-based Ferchill Group, which redeveloped the property in 2006. Apollo Commercial Real Estate Finance Inc. provided the loan.
MACOMB TOWNSHIP, MICH. — Morley Candy Makers has signed a lease to occupy 38,361 square feet of industrial warehouse space at 51640 Quadrate Drive in Macomb Township. Founded in 1919, the company is headquartered in Clinton Township and markets the Sanders Candy confectionary line. Joe DePonio of L. Mason Capitani CORFAC International represented the landlord, Quadrate Holdings, in the lease transaction.

This will be the first Michigan location for the traveling concert staging company, which has three locations nationwide. The company will occupy the space on Sept. 1. Paul Choukourian, Peter E. ALMA, MICH. — Cohen Financial, a division of SunTrust Bank, has arranged a $4.1 million HUD-insured loan for the refinancing of Arbor Grove Assisted Living in Alma, which is located in Central Michigan. The assisted living community includes 41 units. Cathy Bronkema of Cohen arranged the fixed-rate loan, which is fully amortized over 35 years. The borrower was a Grand Rapids, Mich.-based senior living owner and operator.
