In March 2012 The El Paso City Council unanimously adopted Plan El Paso, a comprehensive development plan based on the principles of green and smart growth. Smart Code, which is based on these same princples, was largely chosen to combat sprawl, large land use and carbon pollution. After numerous citywide meetings with citizens, government entities, nonprofit groups and business leaders, the plan moved forward. Smart Code emphasizes new urbanism, density, walkability, mixed-use development and open space with access to public transit. Developers have the choice in most instances to pick the traditional zoning code or opt for Smart Code. The Smart Code offers potential Chapter 380 economic incentives with city council approval. Sales, use and property tax abatements are available for qualified projects. Higher densities and higher property values through Smart Code generate greater taxes, which justify the rebates. Some developers say project costs are about 30 percent higher under Smart Code when compared to the traditional code. Smart Code typically makes the most sense for infill development in higher-income areas. Rivertowns-Square-Dobbs-Ferry-NY

DOBBS FERRY, N.Y. — Saber Real Estate Advisors has completed demolition and begun construction for Rivertowns Square, a $150 million mixed-use development in Dobbs Ferry. Slated to open next year, the project will feature a hotel, restaurants, and boutique retail and entertainment space. Rivertowns Square is currently 80 percent pre-leased to a variety of tenants, including Mrs. Green’s Natural Market, ULTA Beauty, Chipotle, Buddha Asian Bistro, My Gym, The Learning Experience, New York Sports Club, Starbucks Coffee, GNC and a luxury movie theater. Leasing for the project is being handled by Greenstone Realty of Manhattan.

NEW YORK CITY — CPEX has brokered the sale of a mixed-use property located at 173 Court St. in New York City’s Cobble Hill historic district. The property sold for $5.25 million, or $1,129 per square foot. The four-story building features approximately 2,000 square feet of commercial space and 3,000 square feet of residential space. Timothy King, Keat Chew and Ryan Condren of CPEX represented the seller and procured the buyer in the transaction. The names of the seller and buyer were not released.

Moon-Building-Detroit

DETROIT — Bernard Financial Group has arranged a $6.8 million HUD loan for the Moon Building on Woodward Avenue in downtown Detroit. The property features 42 apartment units and 5,000 square feet of retail space. The borrower is Moon Building at Merchants Row. Proceeds from the loan will be used to restore the building, as well as construction projects. Dennis Bernard and Kevin Kovachevich of Bernard Financial originated the loan.

Gateway at UTC Hyattsville

HYATTSVILLE, MD. — ECHO Realty and Bernstein Cos. have signed two new tenants to their Gateway at UTC mixed-use development in Hyattsville, a Maryland suburb seven miles northeast of Washington, D.C. The Gateway at UTC development is currently under construction and will be located along East-West Highway, between America Boulevard and Democracy Avenue. The two new tenants joining the development are MedStar Health and Town Center Wine & Spirits. MedStar will operate a primary care office and a MedStar PromptCare urgent care facility comprising 10,000 square feet on the second level of the commercial development. With the majority of parking situated on the second story, patrons will have drive-up access to both MedStar and Phenix Salon Suites, the other tenant to occupy the project’s upper level. On the first floor, Town Center Wine & Spirits will occupy 3,600 square feet at the north end of the street-level retail lining America Boulevard. The mixed-use development is currently 95 percent pre-leased to tenants such as Safeway, Unleashed by Petco and Le’s Nails. Safeway is on schedule to open this fall with other retailers opening soon thereafter.

NEW YORK CITY — Cushman & Wakefield has brokered the sale of two contiguous mixed-use buildings in the Bayside neighborhood of Queens. Located at 39-32/34 Bell Blvd., the properties sold for $3.8 million, or $731 per square foot. Totaling 5,200 square feet, the assets feature two retail stores and four residential units. Stephen Preuss of Cushman & Wakefield represented the seller, while Jimmy Ma of Golden Bridge Realty represented the buyer in the transaction. The names of the seller and buyer were not released.

9822 Fallard Court Upper Marlboro

UPPER MARLBORO, MD. — Finmarc Management Inc. has sold a 108,000-square-foot mixed-use property at 9822 Fallard Court in Upper Marlboro for $6 million. The buyer, Chesapeake Lighthouse Foundation, plans to reposition the two-story asset as a new campus for Chesapeake Math and IT Academy (CMIT), a charter middle school and high school. Built in 1994, the building was previously the corporate headquarters for Mattress Discounters. Peter Burleigh and Lance Schwarz of NAI Michael represented Finmarc in the transaction. Over the past 24 months, Finmarc and its partners have acquired or sold nearly $400 million worth of properties. CMIT opened its first school in Prince George’s County in 2011.

WASHINGTON, D.C. — National Harbor, a waterfront retail destination in Washington, D.C., has announced nine new retailers and restaurants now open or coming to the development. The stores and restaurants include Granite City Food & Brewery, Betty, SUCCOTASH, Chipotle Mexican Grill, Starbucks Coffee, Savannah’s Candy Kitchen, Marbles | The Brain Store, The Esplanade, Boating in D.C. and Pinkberry’s. Additionally, a new 190-room AC Hotel by Marriott recently opened at National Harbor, as well as a 262-unit luxury apartment community known as The Esplanade. The 350-acre National Harbor boasts 3,000 hotel rooms including the Gaylord National Resort & Convention Center, 150 stores including Tanger Outlets, and 30-plus restaurants, hundreds of residential and office units, tree-lined promenades and a marina. It is also home to The Capital Wheel, a 180-foot observation wheel overlooking the Washington, D.C., skyline. Additionally, in 2016 MGM Resorts International will open a $925 million casino complex on 23 acres with a 300-suite hotel.

NEW YORK CITY — Cushman & Wakefield has brokered the sale of a mixed-use building at 1004-1008 Second Ave. in Manhattan’s Midtown East neighborhood. An undisclosed buyer acquired the five-story property in an all-cash transaction for $20 million, or $1,282 per square foot. The 15,605-square-foot property features two commercial units, occupied by restaurants, and 25 residential units, of which 19 are free market, four are rent stabilized and two are rent controlled. Clint Olsen of Cushman & Wakefield represented the undisclosed seller, while Ricky Braha of JTRE Holdings represented the buyer in the transaction.
