Suing to appeal an unsatisfactory appraisal review board decision is straightforward in Texas. The state property tax system provides taxpayers with a pragmatic approach to air their valuation disputes before the courts, without the delay and headache frequently experienced in other types of litigation. Texans enjoy one of the most fair property tax protest systems in the country, beginning with the right to contest their appraised values through an administrative process. If they do not like the result, they can file a lawsuit that provides a fresh start, turning the valuation issue over to a judge or jury, whichever the parties prefer. AUSTIN, TEXAS — Lee Development & Construction is building 48 East Avenue, a 35-story apartment tower in Austin’s Rainey Street District. The property will offer 250 units averaging approximately 850 square feet per unit, a pool, fitness center and a coffee bar. The project will also deliver 3,000 square feet of retail space and a 10-story parking garage. A timetable for delivery has not yet been established.
PEARLAND, TEXAS — A joint venture between Stream Realty Partners and Thackery Partners has sold The Center at Pearland Parkway I, a 167,704-square-foot retail power center located at the intersection of FM 518 and Pearland Parkway in the Houston metro of Pearland. Completed in 2014, the property was fully leased at the time of sale to tenants such as T.J. Maxx and Ross Dress for Less. Dunhill Partners Inc. purchased the asset for an undisclosed price.
DALLAS — CIM Group has acquired Turtle Creek Village, a mixed-use property in Dallas that includes an 18-story, Class A office property totaling 227,000 square feet and a 95,000-square-foot retail center leased to tenants such as LensCrafters, Tom Thumb and Zoe’s Kitchen. A joint venture involving Lincoln Property Co. sold the asset, which was built in 1973, for an undisclosed price.

Built in 2006, the property is situated on 8.5 acres and features 42-foot clear heights, ESFR sprinkler system and Class A office space. ARLINGTON, TEXAS — Inland Real Estate Acquisitions Inc. has acquired the Kleiman/Evangelista Eye Center, a 27,500-square-foot medical office building located at 350 E. Interstate 20 in Arlington. Built in 2015, the center is the only one of the practice’s three locations provides patients with same-day surgicare and expanded treatments beyond Lasik surgery. The company, which is the purchasing arm of The Inland Real Estate Group of Cos. Inc., also helped broker the sale.
HOUSTON — HFF has negotiated the sale of Bammel Business Park, a five-building industrial property totaling 246,450 square feet in Houston. The Class A property, which is situated on 14.1 acres at 410-4822 N. Sam Houston Parkway West, features 24-foot clear heights, dock-high loading doors and 12.6 percent office finish. Rusty Tamlyn and Trent Agnew of HFF represented the seller, FR/Cal Bammel, in the transaction. Philadelphia-based Exeter Property group purchased the asset for an undisclosed price.
FORT WORTH, TEXAS — Marcus & Millichap has arranged the sale of Solaris Ranch, an 80-unit apartment complex located at 9417 Michael Drive in Fort Worth. Al Silva and Mark McCoy of Marcus & Millichap represented the seller, a California-based investment firm, in the transaction. Silva, McCoy and Ford Braly, also of Marcus & Millichap procured the buyer, an out-of-state partnership.
NEW BRAUNFELS, TEXAS — San Antonio-based developer Koontz Corp. has broken ground on a 10-acre office project within Sundance Business Park in New Braunfels. The two-phase project will deliver approximately 120,000 square feet of office space, with Phase I targeting an April 2018 completion. The company is also developing a 313-unit multifamily property located across the street.
