NORFOLK, VA. — The City Council of Norfolk has unanimously approved IKEA’s plans for a new store, the Swedish retailer’s second location in Virginia. Plans call for a 331,000-square-foot store featuring 10,000 items, 50 room settings, three model home interiors, a supervised children’s play area and a 450-seat restaurant, as well as 1,200 parking spaces. The new store will be situated on 19 acres at the northwest corner of Interstate 64 and Northampton Boulevard, about eight miles east of downtown Norfolk. Pending remaining approvals and permits, construction on the new store is slated to begin this summer with an opening set for summer 2018. The project is expected to create 500 construction jobs and 250 permanent jobs upon opening.

Insite Properties, Northridge Capital to Develop Five-Story Office Project Near Uptown Charlotte

CHARLOTTE, N.C. —Insite Properties plans to develop The Refinery, a five-story office development located at 1213 W. Morehead St. near Uptown Charlotte. Insite’s joint venture partner on the development is Washington, D.C.-based Northridge Capital LLC. Situated a half mile from Bank of America Stadium, The Refinery will span 105,000 square feet of office space and feature a connected parking structure, rooftop indoor/outdoor conference center, first floor showers and lockers, community meeting space, tenant café and an interior bike room. The project team includes civil engineer LandDesign, architect BB+M Architecture and leasing agents Barry Fabyan and Charley Leavitt of JLL. The design team is aiming for LEED certification. Insite and Northridge plan to deliver the project in the fall of 2018.
COCONUT GROVE, FLA. — Terra and partner Mayfair Real Estate Advisors plan to transform a 1980s-era parking garage in Coconut Grove into Mary Street, a Class A mixed-use project. Designed by Touzet Studio, the property will include three levels of office space, a public parking garage component and 20,000 square feet of street-level retail space fronting Mary, Oak and Rice streets. The property will include a main lobby, 24-hour security, covered valet and drop-off, dedicated elevators, electric car charging stations and bike storage. Construction on Mary Street is set to begin early this year. Terra has two other projects in Coconut Grove under construction: Grove at Grand Bay, a condominium property, and Park Grove, a multifamily community. Mary Street will represent the first construction of office space in Coconut Grove in more than 20 years, according to Terra.
LEAWOOD, KAN. — AMC Theatres has expanded its headquarters within Park Place Village in Leawood by 36,315 square feet to a total of over 170,000 square feet. The expansion consists of newly constructed Class A office space completed this year. The new space will help accommodate the more than 125 new jobs AMC created after recently acquiring Georgia-based Carmike Cinemas. Approximately 600 associates will work in the Theatre Support Center in Park Place. The mixed-use office and retail property is comprised of 10 buildings that were developed in phases starting in 2007 and completed in 2013. The property, located at 1150 Ash St., is currently 99 percent leased. Bob Fagan and Matt Eckert of CBRE represented the landlord, KBS, in the transaction.
BARTLETT, ILL. — Meridian Design Build has completed construction of a 67,080-square-foot industrial facility for Traffic Control & Protection in Bartlett, about 35 miles west of Chicago. The 9.5-acre site is located within Abbott Land & Investment’s Blue Heron Business Park. The new facility includes 10,000 square feet of office/employee facilities space, a 13,000-square-foot sign shop/silk screen area, a barricade shop and seven vehicle maintenance bays. Additional features include a 24,000-square-foot covered exterior dock platform and a 7.5-acre outside storage yard. Dan Flanagan of Flanagan Realty represented Traffic Control & Protection in the selection and acquisition of the site, and coordinated overall planning/approval efforts for the project. Harris Architects served as project architect and Mackie Consultants provided civil engineering services for the project.
AUSTIN, TEXAS — The Travis County Commissioners Court has approved Blakefield LLC’s plans to develop Thomas Ranch, a 2,200-acre master-planned community off Highway 71 and Paleface Ranch Road in Western Travis County near Austin. The community will be situated around the shoreline along the Pedernales River. Thomas Ranch will include approximately 3,300 single-family homes; apartments; a marketplace of shops, entertainment venues and restaurants; a resort hotel and spa; a town square; and community gardens. The property includes five ecosystems, direct access to Lake Travis, natural creeks and miles of nature trails. An extensive network of walking, jogging and hiking trails will connect the areas. Overall, approximately one third of the development — 700 acres — is reserved for parks and trails. Construction on the community’s infrastructure is scheduled to begin in 2018, with single-family homes following in 2019. Each section will be built in four to five phases over the course of 15 to 20 years, according to the developers. Blakefield is the lead developer of the project and is partnering with Dannenbaum Engneering, Sherwood Engineers, SWCA Environmental Consultants, Kimley Horn, Ten Eyke Landscape Architects and Integra Group. COLUMBUS, OHIO — The Columbus Downtown Development Corp. is seeking a national developer for a 21-acre mixed-use project at the Scioto Peninsula along the city’s waterfront. A request for qualifications (RFQ) was released on Friday. The Scioto Peninsula mixed-use development will include residential, commercial, office, retail and cultural amenities. The goal is to transform downtown Columbus and its waterfront areas into an active live, work and play environment for residents and visitors. The project will encompass 3.1 million square feet, including 1,575 to 1,800 apartments, up to 840,000 square feet of office space, 180,000 square feet of retail space and up to 240 hotel rooms. The Scioto Peninsula, located near the Scioto River, will be anchored by the National Veterans Memorial & Museum, which is slated to open in 2018, as well as the COSI science museum. The development site is adjacent to the Scioto Mile, Columbus’ system of waterfront parks, with easy access to recreational trails connecting to The Ohio State University, Victorian Village and other Columbus neighborhoods. RFQ submittals are due on March 27. A developer is expected to be chosen in July, and the project is expected to break ground in the first half of 2018.
Skanska Completes Excavation Work at 99M Office Building in D.C.’s Capitol Riverfront Area

WASHINGTON, D.C. — Skanska has completed the excavation and foundation work for 99M, an 11-story, 234,000-square-foot office building under construction in Washington, D.C.’s Capitol Riverfront neighborhood. The building will be situated at the corner of 1st and M streets within walking distance of Nationals Ballpark and Navy Yard-Ballpark Metrorail entrances and seven blocks from the U.S. Capitol. Set to open in 2018, the asset will feature about 11,000 square feet of retail and restaurant space, with two committed restaurants in place: CIRCA and Open Road. The property will also feature a green roof, rooftop terrace, fitness center, bicycle storage and four levels of underground parking. The excavation work began in November 2015. Skanska has five other development projects underway in the greater D.C. area: 2112 Pennsylvania Ave., RESA at Tyber Place, the First Street Tunnel, the headquarters facility for the District of Columbia Water and Sewer Authority and American University’s East Campus project.
Koelsch Communities Starts Construction of $46M Independent Living Community Near Phoenix

SURPRISE, ARIZ. — Koelsch Communities has started construction of The Park at Surprise, a 155-unit independent living community in the Phoenix suburb of Surprise. The 202,000-square-foot project is being built on an 8.5-acre plot. Development costs are estimated at $46 million. The Park at Surprise will be the fourth Koelsch community in Arizona, and is scheduled to open in summer 2018. Madrona Point Development is partnering with RJ Development, both based in the city of Olympia, Wash., to develop the project. Koelsch Construction will serve as general contractor. Koelsch Communities operates 22 communities in seven states and is planning to open 16 communities in the next two years.
Kisco Underway on $22.5M Expansion of Emerald Court Seniors Housing Community in Anaheim

ANAHEIM, Calif. — Kisco Senior Living has started the $22.5 million expansion and renovation of Emerald Court, a 194-unit independent living and assisted living community in Anaheim. The project was originally announced in March 2016, but the company added more plans and committed more money. The project is currently underway, with a scheduled completion of fall 2017. Plans call for a two-story building adding 58 new assisted living units to the property, as well as a demonstration kitchen, dining venue and wellness center. Kisco will also renovate the existing dining room, corridors, lighting, activity room and salon. The project will add a total of 58,000 square feet to the property. Emerald Court’s assisted living units are currently full with a waiting list. The expansion will more than double the number of assisted living units. Based in Carlsbad, Kisco Senior Living owns and operates 22 seniors housing communities in seven states, with a heavy concentration in California.
